The underlying tone of his comments would suggest he's hoping that the ICC can convince doubtful governments that the Future Tours Programme somehow takes precedence over national policies. Can't see him having much success with that one. Zim's best chance of seeing the tour go ahead is for the situation back home to settle well enough that Gordon Brown feels a boycott isn't necessary - and I wouldn't want to bet too heavily on that, either...
